Henrik Kaspersen

Henrik Kaspersen has been director of the Computer Law Institute of the Vrije Universiteit of Amsterdam since 1991, the core activities of which are research and education related to computer science applied in the legal field and the legal implications of information technology. He also chairs the Cybercrime Convention Committee set up to propose amendments to the Cybercrime Convention.

In the Netherlands, Dr. Kaspersen was an adviser to the minister of justice concerning the implementation of the Cybercrime Convention into Dutch law and was involved in the preparation of the Dutch Computer Crime Act 1993. Between 1995 and 2003, he chaired three expert committees of the Council of Europe that prepared a recommendation on procedural law concerning Investigation of Cybercrime R (95) 13, the Cybercrime Convention (CETS 185) and the First Additional Protocol to this convention on racist and xenophobic messages in cyberspace (CETS 189).
